Could someone explain what scaling a campaign is?
Is it basically just finding a converting campaign and then you increase your budget and bid for it?

This:

Basically accommodate growth of the campaign you are running. Not necessarily bidding more. Find an ROI where you are comfortable and extend it out as much on the source you are running plus others to increase profit.

Exactly this! One thing to add on, is that
campaigns rarely scale linearly. When scaling (bidding more, finding more traffic sources, etc), your ROI tends to go down, but you'll make up for it in volume. So you want to find the lowest ROI you can live with, with the maximum possible volume.
Here is an example i've seen over and over
Unscaled Daily Stats - $40 spend, $80 revenue, $40 profit - 100% ROI
Scaled Daily Stats - $400 spend, $532 revenue, $132 profit - 33% ROI
Which is better? Well the bottom one will make you more $$ in the long run, but you may have to babysit it a bit more since a bad day might put you into the negative.
