adwords desktop campaigns not spending?

whenever i start a desktop campaign on display network with mobile device bid already reduced by 100%, my campaign won't spend more than a few bucks a day.

if i copy this exact same campaign and start it with mobile device bid set at normal (and then reduce it by 100% after a few days) then it will get good volumes with no issues on desktop.

it's almost as if google forces me to waste a few hundred bucks on mobile traffic when starting my PC-targeted campaigns. i've tried chatting with adwords support about this and they are clueless.

is anyone else seeing this/knows a way around it?

I've seen wierd problems with campaign startup in Adwords too in the past, particularly with video ads, but I don't know a way around them, I'm afraid. Anyone?

Is there a way to separate desktop traffic from tablet traffic? I'm trying to run desktop traffic and all I am getting is tablet traffic.

Currently, Google lumps both together and does not allow you to separate tablet vs desktop. You have to fix it so that your campaigns on Desktop are different from Tablet ones.
