Anyone knows where I can buy mobile remnant traffic? Only targeting needed is by OS (android).

What countries are you looking for , most mobile networks have strengths in a few countries each.

depending on the network and how much you spend with them you might be able to hit up your rep and see if they can increase supply for a certain country on their exchange supply side. I work at a company that has a mobile dsp network and we don't always keep all countries on full blast because of the processing power it takes to handle the bid requests of all the world from all the mobile exchanges. If I need more inventory in a certain country or in a certain size I just hit up the exchanges and have them turn it on.
this is more for dsp networks that have the major exchanges built into their systems and aren't primarily running as publisher networks through their own sdk.
I think people will be able to answer you a bit better, if you give some kind of idea what niche and payout of the offer you are looking to promote.
if you target that broad on Airpush you can get a TON of cheap traffic. Most ad networks if you bid 1-2c and target only by OS you will crash your server
