Can someone tell me which software can be installed on a windows PC in order to view pops for TrafficVance?

I think you want the GameVance toolbar - http://www.gamevance.com/index.php
You'll no doubt need to make an account and wade through games until one asks you to download and install GameVance. They may have some protections in place to deter spys, e.g. ads not showing for 24 hours etc.
You want the special version that shows ads on steroids.
