I'm noticing some of my ads never seem to get any impressions when I start them. Is there an optimum time to launch them?

I don't really believe in time parting, especially for testing purposes. I'd just launch the campaign and if you are getting close to profitability you can use time parting as an one of the optimization points you can work on. But if you're far off from being ROI+ then time parting won't make or break the bank
Launch your campaigns 1-3 hours after midnight. (Look at your account's timezone and launch according to that)
You should start receiving traffic in a couple of hours... Just give it some time, be patient!
