I would go with the big ones first like Matomy / CPX / ValueClick.
Also get on a RMX "reseller" like Adperium to access remnant inventory on a lot of smaller ad networks.

CPX don't deal with affiliates but only direct with advertisers. Is this right?
My past experience with CPX hasn't been great, started off soso but then leads just dropped off then was told that my campaign didnt meet their minimum, in it's peak it didn't get much more than 10 leads a day so wasn't worth the hassle anyway.
