I spent over 200k advertising on TJ, but i tried exoclick, xhamster in particular, to work so many times and it never worked for me, although i hear people make insane amount of $ from xhamster.
Uploaded 5 banners. Bid cpm on xhamster vid a, $0.13, actual cpc turned out to be 11-12 cents depending on the banner.
Only one of the banners got close to breaking even.
Another problem with exoclick is that you don't see your competitors, you don't know how much they bid, it just shows highest bid on xhamster is 0.33cpm, i don't even try to bid that high if i cant make $0.13 cpm to make profitable.
Does anyone tried to bid CPC?
Another problem, when you resume the traffic, it doesn't start right away, it may take hours, or even next day to see traffic.
Sounds funny, but that's what i notice.
Give me some insights if you have experience with it.
Your post is pretty vague, but if you created a new campaign without any data, tested only 5 banners and one of them ended up close to breaking even, that's a success in my book! 
Seriously though, without any more info, I'd say that you just have to test way more than that. In one of my campaigns on xHamster which is still in early testing stage, I am already through more than 40 banners and am left with 3 that are performing well and a couple around breaking even.
When moving from TJ to Exo, you pretty much have to start over with a fresh canvas, as banners that are killing it on TJ don't necessarily perform well on Exo and vice versa.
I don't know the exact algorhythm of how Exo serves impressions, but the problem with bidding so low is that a big % of your traffic might end up to be "garbage" with high session depth.
I'd suggest you just bite the bullet and bid close(r) to the highest bid, you might be surprised by a drastic increase in quality.
bid closer to the higher xham bid on US and you might also end up with -300 account balance. I've wasted a ton of money on xham and experienced very similar to you. I stopped trying to figure it out, it works for me in about 10% of the countries I've tried, with the rest being negative. I don't see too many people running on it consistently aside from what I assume is their internal. They have a very competent internal so you are competing with this. They have no incentive to sell you the good traffic cheaper than they can monetize it at themselves so it is a very tough placement as you are competing with both the traffic source and other affiliates.

Xhamster is getting tougher and tougher to monetize these days.
Try creating a CPC campaign with you best converting banners , that works but might have quality issues with advertiser.
