Yet when i though i've overcome the toughest issues (tracking) -->new challenge appears

I have encounter some traffic issues these days and i have actually wrote to the traffic source and yet couldnt get things solved.
When i browse through some traffic source's faq, i noted that some traffic source don't usually refund the remaining balance you have on their platform. Hence, due to the limited cash, i have been very cautious on my spending.
Say,
for one of the SEA country
budget for campaign: 10-20 usd,
daily budget: 10-20usd
bid: usually bid on minimum or 1 cent above minimum (for my case, min bid is 0.01)
and the outcome was that i usually get minimal traffic for first 3-4 hours (at most 10% of my budget) and then no more thereafter.
Then, i write to the traffic source about the low traffic and was informed that the bid and the daily budget do play as important roles in determining the traffic i can get and apparently mine was abit low.
My revised bid and daily budget was
bid: 0.01 -> 0.02 and then all the way up to 0.65
daily budget: 10 -> 40 -> 55
When i increased them to (bid=0.03 and daily budget =40), i do receive some traffic (at most 2-3 usd worth of clicks) and again, no more traffic thereafter...
and at last when i tried to increase my daily budget to 55 usd with a bid of 0.065.. i receive 0 traffic too.
Don't really understand whats going on here..any idea guys?
I couldn't afford to add more funds as some traffic source don refund the remaining balance, i am checking with this source but pending reply (inmobi).
Also, since no matter how i bid so far, it only used 2-3 usd per campaign..adding more fund simply makes me feel stupid..
not to mention about split testing... if split testing comes into place, do i have to inject more so that each testing object gets good traffics too? 
Maybe you are targeting too tight to get enough traffic.
Did you tried to target little bit more broad to see if you get more traffic then?
My target is broad.
I'd try VERY BRIEFLY raising your bid to $4 CPM (I'm assuming this is CPM?) and watching to see if you get any traffic then. Either keep watching your traffic very carefully or set a very low daily budget whilst you do this. Obviously, once you've seen what happens, then drop it back down again before you spend too much money (you don't want to spend more than about $2-3 on this test)
That'll tell you whether there's just no traffic for that country on your chosen traffic source, or if the bids are just very high.
You might also want to reach out to the traffic source's support people and ask them if they have any ideas why you're not getting any traffic. They may or may not be useful, but it can't hurt!
For this Asia country, cpc, i bid til 0.085 also no traffic... speechless...(min bid was jus 0.01).. trying on other traffic now..pending info..
