Best Self Serve Traffic Sources for Europe/LATAM?

Im looking for cheap traffic in Europe/Latin America. Around 1 cent clicks or less, does anyone know any good traffic sources for them? I figured adult ad networks would be good, but exoclick is still quite expensive even for countries like Italy / France and I dont really wanna try running something non adult on adult sites...

And Adwords / Bing is out of the question as well since the offer / landing page wont get approved. Dont want wap/mobile traffic either..

My only idea is LeadImpact right now but they are limited with traffic in those areas...


Any ideas?

only traffic that comes to my mind is adult/torrent/warez popunders. they usually start at $ 0,0015 per pop for europe. but it's very low quality traffic. but if you just need to spread some cookies it could work

Ive tried Greenpointads but its hard to optimize with them... do you know any popunders such as those that allow some sort of optimization and small budget?

greenpointads is reselling the traffic from adcash/wigetmedia/adxite...prices are slightly cheaper than buying through greenpointads but you can only optimize non performing sites by tracking the siteids (which is kinda useless since 90% of the traffic is coming from 5-8 big warez/streaming/adult sites)..and set frequency caps etc..popunders are really difficult to optimize.
ever tried interstitial ads? might be worth a try, volume is there.

ZeroPark has a reasonable amount of LATAM traffic if you just hit RON. I never really explored quite how much, but there's some at least there, and it's cheap.
