I am running photoshop cs6 on windows vista
I wanted to run some mobile campaign, the banner is like 300X50 (standard)
I wanted to modified the banner provided by the network which is 400x225 to 300X50
But i noticed, once i do it, the text will end up blurry. I tried to forward to my smartphone and it looks blur as well.
Then, i attempted to edit the text manually via photoshop, and i noticed, due to the super small size, all words tat i typed, regardless of the font size, all looks blur..
Any idea to fix this?

For best results i think you should really avoid using default banners provided by the networks. If you know how to use Photoshop you can make a banner from scratch in no time.
Re: blurry text, it's probably a combination of the font you are using, antialiasing mode and background of the text. Play with the AA mode (strong, smooth, crisp, sharp), use fonts that do alright with small font sizes such as Segoe UI or Tahoma - or even try pixel fonts - http://www.dafont.com/bitmap.php.
Often as well you can benefit from a shadow or dark outline/glow to give extra contrast. Also, make sure you are able to use modified creatives - modifying advertiser banners is generally viewed in the same way as making your own ones when it comes to creative approval.
You're changing the aspect ratio (400x225 to 300X50) like crazy, so it's going to blur/distort. The text is blurring because of AA, colour mode, resolution. You could try copying the image in a new tab that is set with the default settings, rather than editing the existing image.
You should just create your own banner, don't outsource or use network banners. Learning basic photoshop is essential, it might be difficult now, but in the future you'll thank yourself.
