Haven't been spending anything since 25 June EST
since my rep is on holiday and all my campaigns are set with $5000 daily budget, before I increase bid and potentially lost money, is anybody else experiencing this?
not sure if this a system issue or a new competitor coming in with higher bid

Yep, Airpush system is pretty fucked up to be honest. I can't say specifically for June25, but over the last few months this happens:
...somedays it says it spent $0, but i clearly see leads and then the next day it shows it spent $1-2k..
I use the same method as i used to use for Facebook. I start my campaigns in small groups, then i launch them with strong bids, let them build up some CTR and then i'll see traffic usually (even if it shows that it came in the next day)
Yeah, lots of system issues but the traffic quality is decent and they are fair with refund
couple of issues i've been having in last 6 months
1. crazy overage on icon installs, $10 budget, spent $3000, they were fair and issued the $2990 refund for overage
2. stats not updating (which is what you mentioned in your post) until next week and suddenly balance goes boom -$1100
3. %token% not passed on, which is not resolved completely until now
4. and apparently starting on late 24 June to 25 June afternoon traffic stopped completely at least that's what me and some colleagues were experiencing, but its starting to come in now
5. check your click loss rate especially for push and dialog ads, on Feb - March they were having issue, last month there were pretty bad click loss on some countries as well
I'm not having any issues spending, had a few hiccups during those reporting issues but everything is cool now.

Get a rep, its a fundamental step for every network you plan spending serious money.
It's amazing how shitty some reps can be compered to their colleagues!
My biggest issue with Airpush was the massive 80% carrier bleed issues we experienced.
After 2 months of working with they're tech team and several reps we were unable to resolve the issue and were forced to allocate our budget to other traffic sources.
The carrier issue is caused party by the this.
When they send the push they know the Carrier, but that doesn't mean when the push is delivered or opened the user won't be on wifi.
but now they ahve optimizer option to disable wifi or reduce bid for wifi
havent actually used the optimizer but it sounds promising if it's accurate
