1 example: first test, offer 1-clickflow, i sent 1000 clicks direct link (2 ad networks) and got 2 leads (from iPad! lol) . CR=0.20% - is it okay for 1-clickflow offers? or offer just doesn't work?
2 example: 3rd world country, pin sumbit (not sweepstakes offers) , sent 4000 clicks direct link (from 3 ad networks), average ROI after first test = -85%. even with my best combination: carrier+OS+manufacturer my ROI will be -44%.

Hope for your help guys! currently i jumping from one offer to another, tested ~15 campaigns and they all don't look good
Actually it depends.
Are you sending traffic directly to offer or are you using something between. Maybe if you could increase ctr this would make it work. It also depends on approach some people are throwing as many campaigns as possible and see what sticks other are tweaking everything till it starts working.
If you are able to get couple conversions from one offer I would stick to it and count how much CTR I need to make it profitable and is it realistic goal if not I would kick it.

It's hard to have an exact answer for deciding if an offer can work usually I have these steps
1. Are other people making it work? If so I'm willing to accept a lower ROI in the beginning because I know it's something I'm doing wrong and not the offer.
2. How much volume can you do? If you need to really drill down to only a handful of phones or one carrier it may not be worth it (this also depends on what you consider good volume).
3. How wide open is the offer? If it accepts all traffic there are tons of optimizations you can do, but if it only accepts say one carrier and OS then it may be a bit difficult.
Usually I try to hit -50% in my initial tests (I try to test all lander / carrier / os / etc combos). If I can hit that and I still have the ability to optimize a lot then I generally can make the offer work. The -50% is variable and depends on the above questions. After building working campaigns and testing out more campaigns you'll start to get a feel for what you need in the beginning to make a profitable campaign.

If you want a simple rough answer. Spend atleast 5x the payout of your offer per campaign. If you make any variations spend 5x again. Then eventually you will see some potential, split test and do it again.
