On 1 of my new agency accounts my rep just gave me I tried to enter my new CC in and it says "Sorry, we are unable to process your order at this time"
I tried several more times with the same CC and it just keeps saying that. WTF does that mean? Is their payment processor down. Its 2AM PST.
Card is good to go and not getting declined when buying other things. Should I do direct debit or PayPal, I have no experience with using those as funding source and have heard that it was potentially bad?

I have seen this too. They don't like the card. I recently got an account back (had been locked after a spend increase) but when I tried to add the original card back onto it I got the same message.
I ended up adding paypal as my funding source but would rather have a card on file with them. I'm now having an issue where paypal is not processing the fb payment and I have to keep going in and re-adding the funding source to get the payment to go through each day.

fb rlly pissing me off lately. Fresh accounts from reps get wiped out with no recourse. Risk management are assholes, i have legit ads I'm running for clients and they STILL get banned!
Makes no sense
That error message means your card has been blacklisted by them. If you inquire as to why, they will pass it onto another department, and then when they find out, you will get banned.

Means your card is blacklisted, easy solution, get a new card and you should be fine
Got a new card and good to go! Ads running, but CPC high! 
Did you buy any chance use a coupon at the beggining, that or having a ton of ads in the respective ad group i've noticed drive your cpc crazy high
No, I never use a coupon. Also I was targeting 38 million people but my CTR was 0.1??
