I got banned on Adwords once (no real reason why, something about billing) but regardless, want to re-sign up with them. Should I use a VMware with a brand new XP/W7 installation or buy a new laptop? I will be using a different IP and such, just not sure how safe VMware is compared to buying a new laptop.

I used to get through CraigsList easily using VM's.
Use a different browsing profile (Firefox profile) or CCleaner to clean your browsing data. Just make sure you don't log into Google services you previously used with the other account. You definitely do not need a new computer lol. There's only so much data a website can get from you. IP is most important for linking you to banned accounts. VM is a solid option.

Oracle's Virtual Box is a great option for Windows.
Another option would be to use a windows vps located in the country you want to register from, that way you won't need to use a proxy. Just connect to the vps using 'remote desktop connection' on your pc/laptop (programs -> accessories).
You can basically use it like a VM that requires you to connect online and be able to connect from anywhere on pretty much any computer. It won't be a smooth as using a local vm, but definitely usable.
Installing pocketcloud, splashtop or similar would allow access from a tablet or mobile.
kyuss, doing the win VPS deal does the VPS have to have any app installed or just being a windows OS VPS is enough?
I believe just being a windows OS is enough and nothing extra needs to be installed once the hosting company has set it up. You should double check with the company though, just in case their packages don't give you full access.
