To answer your question. i throw all my images into one campaign. if its below .3 i pause. if its between .3 and .5 i drop bid and let some of the other ads get some traffic. if all the ads suck i load more images into the same campaign and start over. some other people recommend to only have 8-10 ads running at any one time. i did the 1 ad 1 campaign for a while, but it was a pain in the @$$ to manage budgets. especially since now most of our accounts are limited to $250
