Overcoming a suspended account... almost impossible (13)
I've gone through almost every means of trying to create another adwords account, without getting suspended.
At first, I had a legit account, and a legit coupon (before requiring a $25 deposit).
Then after burning through $100 free adwords dollars, I bought up a couple $200 coupons, and burned through those.
But then, adwords started to run their algo's and started suspending my accounts.
Shortly after, they implemented the $25 requirement for the coupon... ok not a big deal, I have 4 CC's.
But at that point (prolly around October), I was already doomed, and didn't even know it.
40+ Adwords accounts, and 6 CC's, + 1 prepaid later... At around CC #3, I stopped using coupons, but still no luck.
There was a list somewhere on the web detailing what the adwords algo will suspend you on:
1. your domain host
2. your name, address, phone number, any related billing info
3. all IP addresses, including VPN's
4. all your cookies AND search history/pattern
5. previously used passwords?
My last attempt (opening an account at a local library with a Pre-paid), might have worked, had I not opened a banned account there before...
And at the moment, the only thing possible to promote would be WAP offers.
Will try again once I go on vacation out of the country 
Also try VM's.
Try to rename your PC in properties too.
Try diff browsers and or user agents.
You going through a MCC? Also, are you still going against their ToS or trying to run clean from now on? If it's the latter and your history is stopping you from getting another account up and running, you have a chance. If not, I'm not sure it's an account creation problem or a campaign problem that is getting your accounts slammed...
I know it's rather an irritating way to go about it, but can you start a new company and get a clean Adwords account in its name? That's the way I've heard recommended before.
Obviously, I don't know how complicated and annoying setting a company up is where you live - in the UK, it's reasonably simple.
Your account and future accounts you create will be suspended, they think you're trying to take advantage of their system. YOu need a new IP address and start over, this is the reason I hate PPC, they don't even give you warnings and suspend your account with any real reasons. I wouldn't think this would be a big deal, if they gave warnings I'm sure a lot of people would have adhered to it.
I haven't given up. Currently working on another method 
@hangman - this is a general irritation I have with Google. They love going from 0 to BANNED! with no warning.
To be fair to them, they're getting better - they now give warnings before suspending adsense accounts, at least.
Ok Status Update
I managed to get back onto adwords for about 2 weeks (keep in mind I have 50+ suspended accounts).
In order to do this:
You purchase a Windows VPS (for adwords editor if you need it).
There are a couple out there, dirt cheap, $8-$10/mo.
You purchase a pre-paid CC.
With the pre-paid CC, register the card (doesn't matter what info, but Adwords agents will sometimes call you to verify, so a friend phone #, or a forwarded #).
Save the pre-paid CC info you registered with.
Create A new email account created FROM the VPS. Gmail is fine.
Create a new adwords account, and use the pre-paid CC info for your billing info.
So... what happened?
I managed to maintain my account in good standing for almost 2 weeks (10 days).
But then my pre-paid ran out of funds (was using a $50 card to test).
It was night time, so I couldn't go and find another pre-paid card.
Thus, I started promoting a YOUTUBE CHANNEL for adwords that I had created on my BANNED PC.
I bought a new $500 prepaid, and it was accepted by Adwords, and charged perfectly.
But, now the account went 'under review'.
Shortly after... 'suspended for billing info for this or related account'.
Moral of the Story?
Don't promote your youtube channel.
Registered (under a different person) pre-paids work on a VPS.

So you think just because you promoted a Youtube channel they banned you? Was it under your own name?
i don't think it was because of the youtube channel. I think it was because you added two prepaid details and the details could not be verified....You could try calling them and telling them the account is yours and they can call you to verify the details....What i think works is when you setup a new account, call up adwords support and ask them to assign you an account manager and within the first month try running quite a bit that the account goes into review and almost always gets suspended because billing information could not be verified..when this happens, just call up your account manager and he will get your account back running. Works for me now and i cloak . Goodluck!

So yea, got fucked. Same shit. Suspended due to terms violation in this or related account.
Youtube fucked me over.
Lesson learned.
