I know they have twitter ads that are private right now, and that's been around for a while now...

I have 100$ for it I got from hoot suite a while back and I am not sure what the hell to do with it lol..
It's public now.
My experience has been negative. They over report the number of clicks sent by quite a huge factor.
I think it's prob a lot of bots or something, but either way I wasn't too impressed. (Note this wasn't for an affiliate offer so ymmv)
